National Action Plan for Skill Training of Persons with Disabilities was launched in New Delhi in March 2015. The National Action Plan is a partnership between the Ministry of Skill Development and Entrepreneurship (MSDE) and Department of Empowerment of Persons with Disability for skilling 2.5 million Persons with Disability (PwD) over seven years between 2015 and 2022.
The Plan is jointly launched by the Minister of State (IC), Ministry of Skill Development and Entrepreneurship Rajiv Pratap Rudy and the Union Minister for Social Justice and Empowerment Thaawar Chand Gehlot. and for the same MoU signing between Ministry of Social Justice and Empowerment (MSJE) & Ministry of Skill Development & Entrepreneurship (MSDE)

The National Action Plan (NAP) seeks to provide a synergistic framework for people with disability, for improving vocational training and employment opportunities for them with the eventual goal of providing them with livelihoods and independence. The plan envisages use of Information Technology for content, training delivery and employer connect. Skills development is among the greatest challenges facing countries, enterprises and people all across the world today. It plays a vital role in promoting employment, economic growth, and inclusive societies . Upgrading and enhancing the relevance of skills training and improving access to skills for more women and men can help countries move to a virtuous circle of higher productivity, more employment of

According to census 2011, there are 26.8 Million Persons with Disabilities (PwDs) in India. Even though, Persons with disabilities constitute a significant percentage of the population of India, they face many challenges when looking to develop employable skills and in gaining meaningful employment. Improving vocational training and employment opportunities for persons with disability is not only a critical element for enhancing the quality of life for individuals and their families, but also there are substantial gains for the broader economy. There is a strong economic imperative to increased labor force participation which will help to address country’s shortage of skilled labor force, while at the same time reducing fiscal pressures associated with welfare dependency
To bring coherence and synergy to the system, Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, in collaboration with Ministry of Skill Development & Entrepreneurship has prepared a National Action Plan for Skill training of Persons with Disabilities
The proposed National Action Plan aims to provide quality skill training with high employability and extensive urban and rural coverage. It will involve synergistic participation for all the stakeholders, like various Ministries of Central Government, State Governments, Private sector and Public sector units and experts working in the field of skill training and those associated with PwDs.
The Plan envisages use of Information Technology for content generation, training delivery, monitoring of training and employer connect. The Plan having an ambitious target of providing skill training to 2.5 million PwDs in next 7 years also envisages ensuring optimal use of CSR funds of private sector and public sector units.
The Department of Empowerment of Persons with Disabilities will collaborate with the Ministry of Skill Development and Entrepreneurship to work out innovative initiatives for people with disability. The national conference will be followed by regional level workshops with NGOs, private and public sector undertakings and training partners to effectively implement the National Action Plan
